       The Committee on Appropriations (Montford) recommended the
       following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Between lines 75 and 76
    4  insert:
    5         Section 2. Paragraph (b) of subsection (4) of section
    6  828.27, Florida Statutes, is amended to read:
    7         828.27 Local animal control or cruelty ordinances;
    8  penalty.—
    9         (4)
   10         (b)1. The governing body of a county or municipality may
   11  impose and collect a surcharge of up to $5 upon each civil
   12  penalty imposed for violation of an ordinance relating to animal
   13  control or cruelty. The proceeds from such surcharges shall be
   14  used to pay the costs of training for animal control officers.
   15         2. In addition to the uses set forth in subparagraph 1., a
   16  county, as defined in s. 125.011, may use the proceeds specified
   17  in that subparagraph and any carryover or fund balance from such
   18  proceeds for animal shelter operating expenses. This
   19  subparagraph expires July 1, 2014.

   23         Delete line 7
   24  and insert:
   25         cruelty; amending s. 828.27, F.S.; providing for
   26         additional uses by certain counties of proceeds of
   27         surcharges on animal control or cruelty violations;
   28         providing for expiration; amending s. 895.02, F.S.;
   29         including illegal;
