       The Committee on Community Affairs (Smith) recommended the
       following:
       
    1         Senate Substitute for Amendment (929070) 
    2  
    3         Delete lines 730 - 738
    4  and insert:
    5         (d) Early voting shall begin on the 15th 10th day before an
    6  election that contains state or federal races and end on the 2nd
    7  3rd day before the election, and shall be provided for no less
    8  than 6 hours and no more than 12 hours per day at each site
    9  during the applicable period. For early voting on the 2nd day
   10  before an election that contains state or federal races, the
   11  supervisor must provide early voting in the main office of the
   12  supervisor and any branch offices. The opening of additional
   13  early voting sites on the 2nd day before the election is at the
