       The Committee on Ethics and Elections (Soto) recommended the
       following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete line 736
    4  and insert:
    5  but not more than 12 hours per day. Counties must have one
    6  additional day of early voting for every 50,000 registered
    7  voters beyond the first 400,000 registered voters in the county
    8  as of July 1 of each general election year. For counties that
    9  require at least one additional day of early voting, the first
   10  additional day must be the 2nd day before the election. Further
   11  additional days will be at the supervisor’s discretion, but must
   12  be on the 15th, 14th, 13th, 12th, or 11th day before an
