       The Committee on Governmental Oversight and Accountability
       (Ring) recommended the following:
       
    1         Senate Amendment 
    2  
    3         Delete lines 380 - 388
    4  and insert:
    5  Officer or the Department of Financial Services is a party to
    6  the contract.
    7         2. A subpoena for a copy of a contract or procurement
    8  document or certified copy of a contract or procurement document
    9  must be served on the state agency that is a party to the
   10  contract and that maintains the original documents. The Chief
   11  Financial Officer or the Department of Financial Services or an
   12  officer, employee, or contractor thereof may not be served a
   13  subpoena for those records unless the Chief Financial Officer or
   14  the Department of Financial Services is a party to the contract.
