Senator Soto moved the following:

4 Delete lines 368 - 387
5 and insert:
6 Section 9. By December 31, 2013, the Office of Program
7 Policy Analysis and Government Accountability (OPPAGA) shall
8 review and provide recommendations for online courses, including
9 massive open online courses, and competency-based online courses
10 for K-12 and postsecondary education. The recommendations must,
11 at a minimum, include the following components: improving access
12 to the online courses; approving providers, funding providers,
13 and holding providers accountable; and awarding credit for such
14 courses. OPPAGA shall identify measures of quality based upon
15 student outcomes, such as completion and achievement rates
16 correlated appropriately to each delivery model; measures for
17 students to demonstrate competency, such as prior learning
18 assessments, end-of-course exams, assessments established by
19 regionally accredited public institutions which may be applied
20 as one whole assessment or as two or more discrete
21 subassessments such that when combined, the subassessments are
22 equivalent to a whole assessment; and opportunities to use
23 online courses, including massive open online courses using
24 blended learning or other tools delivered in modules or segments
25 to provide instruction pursuant to s. 1003.499(2)(a) for
26 students in K-12 education. OPPAGA
