       The Committee on Appropriations (Galvano) recommended the
       following:
       
    1         Senate Amendment 
    2  
    3         Delete lines 409 - 423
    4  and insert:
    5         (4) ACCESS TO THE K-20 DATA WAREHOUSE.—Pursuant to the
    6  studies exception under FERPA, and the federal regulations
    7  issued pursuant thereto, organizations conducting studies for,
    8  or on behalf of, educational agencies and institutions as
    9  provided in 34 C.F.R. 99.31(a)(6), shall be given access to data
   10  maintained by the K-20 data warehouse in a manner consistent
   11  with this section, ss. 1002.22, 1002.221, 1006.52, and FERPA.
   12  Pursuant to the audit or evaluation exception under FERPA,
   13  authorized representatives conducting an audit or an evaluation
   14  of a Federal- or state-supported education program as provided
   15  in 34 C.F.R. 99.31(a)(3), shall be given access to the data
   16  maintained by the K-20 data warehouse in a manner consistent
   17  with this section, ss. 1002.22, 1002.221, 1006.52, and FERPA.
