5 Section 76. Section 465.1903, Florida Statutes, is created
6 to read:
7 465.1903 OPPAGA report.—The Office of Program Policy
8 Analysis and Government Accountability is directed to conduct an
9 analysis that examines outcomes improvement, pharmacy network
10 adequacy, patient access, cost savings, and pricing transparency
11 issues in the pharmaceutical marketplace and submit a report to
12 the Legislature on the findings from the analysis on or before
13 December 1, 2013. The report must contain an analysis that
14 includes a survey of different approaches taken in other states
15 to address the issues in this section, and recommendations on
16 all of the following:
17 (1) Cost drivers of prescription drug prices and
18 prescription drug-pricing trends.
19 (2) Relative prescription drug pricing, reimbursement
20 policies, practices and outcomes of patients receiving their
21 drugs from retail and independent community pharmacies, mail
22 order pharmacies, specialty pharmacies, and dispensing
23 practitioners.
24 (3) Options for regulation and improvements in transparency
25 of contracting, reimbursement, and auditing practices of
26 pharmacy benefit managers.
27 (4) Options for reducing prescription drug costs to
28 patients, including, but not limited to, maximizing
29 pharmaceutical care and prescription drug availability to
30 patients.
31 (5) The use of comprehensive medication management to
32 improve clinical outcomes.
