    4  insert:
    5         (d) If students from a program that has been terminated
    6  pursuant to this subsection transfer to an approved or an
    7  accredited program under the direction of the Commission for
    8  Independent Education, the board shall recalculate the passage
    9  rates of the programs receiving the transferring students,
   10  excluding the test scores of those students transferring more
   11  than 12 credits.
