    5         Section 2. Section 339.70, Florida Statutes, is created to
    6  read:
    7         339.70 Authority referendum.—Any authority created by
    8  special act of the Legislature which has authority over matters
    9  related to transportation, including matters concerning a public
   10  right-of-way, and which has the authority to issue bonds is
   11  subject to a referendum no more than once every 8 years. A
   12  referendum may apply only to future bond issuances and may not
   13  affect an existing bond issuance.
