       The Committee on Appropriations (Montford) recommended the
       following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 1733 - 1736
    4  and insert:
    5  this paragraph. This paragraph does not bar a county or
    6  municipality from adopting an ordinance, or enforcing an
    7  existing ordinance, that expands the accessibility, safety, or
    8  availability of fueling assistance to a motor vehicle operator
    9  described in paragraph (a).
