    5         (b) A health insurer that has verified the eligibility of
    6  an insured at the time of treatment and has provided an
    7  authorization number may not retroactively deny a claim because
    8  of insured ineligibility under a federal Patient Protection and
    9  Affordable Care Act compliant policy unless at the time
   10  eligibility was verified by the insurer, the provider was
   11  notified that the insured was delinquent in paying the premium.
