       The Committee on Appropriations (Hays) recommended the
       following:
       
    1         Senate Amendment (with title amendment)

    3         Before line 24
    4  insert:
    5         Section 1. Subsection (4) of section 287.0595, Florida
    6  Statutes, is amended to read:
    7         287.0595 Pollution response action contracts; department
    8  rules.—
    9         (4) This section does not apply to contracts which must be
   10  negotiated under s. 287.055.
