       The Committee on Appropriations (Sobel) recommended the
       following:
       
    1         Senate Amendment to Amendment (476562) (with directory and
    2  title amendments)
    3  
    4         After line 99
    5  insert:
    6         (3)(a) In order to monitor the humane treatment of racing
    7  greyhounds, each licensed greyhound track shall maintain records
    8  regarding injuries incurred by racing greyhounds while they are
    9  racing in this state, including injuries incurred in schooling
   10  races. The records must include:
   11         1. The greyhound’s registered name, right and left ear
   12  tattoo numbers, and, if applicable, the microchip manufacturer
   13  and number.
   14         2. The name, business address, and telephone number of the
   15  greyhound owner and trainer and the kennel operator.
   16         3. The color, weight, and sex of the greyhound.
   17         4. The location where the injury occurred.
   18         5. If the injury occurred while the greyhound was racing,
   19  the racetrack where the injury occurred and the distance, grade,
   20  race, and post position of the greyhound when the injury
   21  occurred.
   22         6. The weather conditions, time, and track condition when
   23  the injury occurred.
   24         7. The specific type and bodily location of the injury, the
   25  cause of the injury, and the estimated recovery time from the
   26  injury.
   27         (b) All injury records shall be completed and signed under
   28  oath or affirmation under penalty of perjury by the racetrack
   29  veterinarian, whose signature must be witnessed by a designated
   30  representative of the Department of Agriculture and Consumer
   31  Services or the Division of Pari-mutuel Wagering.
   32         (c) Injury records created and maintained under this
   33  subsection shall be filed monthly with the Department of
   34  Agriculture and Consumer Services with an inspector designated
   35  by the department. Injury records shall also be maintained by
   36  the track for a period of 7 years and shall be made readily
   37  available for inspection and copying by the public upon oral or
   38  written request.
   39         (d) A person who knowingly makes a false statement on an
   40  injury record is subject to a fine not to exceed $1,500. A
   41  person who commits a second or subsequent violation of this
   42  paragraph is subject to a fine of at least $3,000.
