       The Committee on Appropriations (Ring) recommended the
       following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Between lines 221 and 222
    4  insert:
    5         Section 5. The amendment to s. 212.02(29), Florida
    6  Statutes, made by section 2 of this act is intended to be
    7  remedial in nature and apply retroactively, but it does not
    8  provide a basis for an assessment of any tax not paid or create
    9  a right to a refund or credit of any tax paid before the
   10  effective date of this act.
