       Senator Brandes moved the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Before line 210
    4  insert:
    5         Section 1. Legislative findings and declarations.—
    6         (1) The Legislature finds that Floridians are generous and
    7  that such generosity provides charitable or nonprofit
    8  organizations with the resources they need to have a positive
    9  impact on the communities they serve.
   10         (2) The Legislature supports the opportunity for charitable
   11  or nonprofit organizations to raise funds to carry out their
   12  charitable or nonprofit missions.
   13         (3) The Legislature respects the diversity of activities
   14  conducted by religious groups and therefore, through this act,
   15  intends that the definition of the term “religious institution”
   16  apply to bona fide religious groups.
   17         (4) The Legislature finds that the provisions of this act
   18  strengthening chapter 496, Florida Statutes, will prevent the
   19  misuse of Floridians’ charitable contributions by deterring
   20  fraudulent and deceptive organizations from soliciting
   21  contributions in this state.
   22         (5) The Legislature finds that there is a compelling state
   23  interest in revising chapter 496, Florida Statutes, to help
   24  Floridians make more informed decisions regarding which
   25  organizations merit their support.
