From the funds in Specific Appropriation 87, $3,900,000 is provided for the Home Instruction Program for Pre-School Youngsters (HIPPY) of which $1,400,000 is from the Welfare Transition Trust Fund and $2,500,000 is from the Child Care and Development Block Trust Fund. The $2,500,000 is provided to the HIPPY program to deliver high quality school readiness curriculum directly to parents so they may strengthen the cognitive and early literacy skills of at risk children. From the funds in Specific Appropriation 87, $15,000,000 shall be used for the Child Care Executive Partnership Program, as defined in section 411.0102, Florida Statutes, as match to expand the provision of services to low income families at or below 200 percent of the federal poverty level. Funds for this program shall be used to match funds for statewide contracts.
