       following:
       
    1         Senate Amendment (with title amendment)

    3         Between lines 338 and 339
    4  insert:
    5         Section 3. If any provision of this act or its application
    6  to any person or circumstances is held invalid, the invalidity
    7  does not affect other provisions or applications of this act
    8  which can be given effect without the invalid provision or
    9  application, and to this end the provisions of this act are
   10  severable.
