    1                       Senate Joint Resolution                     
    2         A joint resolution proposing an amendment to Section 2
    3         of Article I of the State Constitution to delete a
    4         provision authorizing laws that regulate or prohibit
    5         the ownership, inheritance, disposition, and
    6         possession of real property by aliens ineligible for
    7         citizenship.

    9  Be It Resolved by the Legislature of the State of Florida:
   10  
   11         That the following amendment to Section 2 of Article I of
   12  the State Constitution is agreed to and shall be submitted to
   13  the electors of this state for approval or rejection at the next
   14  general election or at an earlier special election specifically
   15  authorized by law for that purpose:
   16                              ARTICLE I                            
   17                        DECLARATION OF RIGHTS                      
   18         SECTION 2. Basic rights.—All natural persons, female and
   19  male alike, are equal before the law and have inalienable
   20  rights, among which are the right to enjoy and defend life and
   21  liberty, to pursue happiness, to be rewarded for industry, and
   22  to acquire, possess, and protect property; except that the
   23  ownership, inheritance, disposition and possession of real
   24  property by aliens ineligible for citizenship may be regulated
   25  or prohibited by law. No person shall be deprived of any right
   26  because of race, religion, national origin, or physical
   27  disability.
   28         BE IT FURTHER RESOLVED that the following statement be
   29  placed on the ballot:
   30                      CONSTITUTIONAL AMENDMENT                     
   31                        ARTICLE I, SECTION 2                       
   32         DECLARATION OF RIGHTS.—Proposing an amendment to the State
   33  Constitution to eliminate authority granted to the Legislature
   34  to regulate or eliminate the real property rights of aliens
   35  ineligible for citizenship. This amendment will provide that all
   36  natural persons are equal before the law and have an inalienable
   37  right to acquire, possess, and protect property, without
   38  exception.
