    1                        A bill to be entitled                      
    2         An act relating to state lotteries; amending s.
    3         24.115, F.S.; requiring the Department of the Lottery
    4         to place lottery prizes in an escrow account for 1
    5         year under certain circumstances; requiring the
    6         appropriate state agency and the judicial branch to
    7         notify the department of specified criminal
    8         convictions; providing an effective date.
    9          
   10  Be It Enacted by the Legislature of the State of Florida:
   11  
   12         Section 1. Subsections (5) and (6) are added to section
   13  24.115, Florida Statutes, to read:
   14         24.115 Payment of prizes.—
   15         (5) The department shall place the prize of a person who
   16  has been convicted of sexual battery, lewd acts, or other sexual
   17  misconduct described in chapter 800, s. 794.011, s. 827.071, s.
   18  847.012, s. 847.0125, s. 847.013, s. 847.0133, or s. 847.0145 in
   19  an escrow account for 1 year subject to the resolution of claims
   20  filed by the victims of such acts that were committed by the
   21  prize winner.
   22         (6) It is the responsibility of the appropriate state
   23  agency and of the judicial branch to identify to the department,
   24  in the form and format prescribed by the department, a person
   25  who has been convicted of sexual battery, lewd acts, or other
   26  sexual misconduct as described in subsection (5), or a person
   27  owing an outstanding debt as described in subsection (4).
   28         Section 2. This act shall take effect July 1, 2015.
