    1         Senate Amendment (with title amendment)

    3         Delete lines 135 - 138
    4  and insert:
    5         Section 4. This act shall take effect October 1, 2015.

    9         Delete lines 13 - 14
   10  and insert:
   11         providing a statement of public necessity; providing
