       The Committee on Military and Veterans Affairs, Space, and
       Domestic Security (Evers) recommended the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 18 - 54
    4  and insert:
    5  reservists; Combat Infantry Badge, Combat Medical Badge, or
    6  Combat Action Badge, Combat Action Ribbon, or Air Force Combat
    7  Action Medal recipients; former prisoners of war; Korean War
    8  Veterans; Vietnam War Veterans; Operation Desert Shield
    9  Veterans; Operation Desert Storm Veterans; Operation Enduring
   10  Freedom Veterans; and Operation Iraqi Freedom Veterans; and
   11  Distinguished Flying Cross recipients; special license plates;
   12  fee.—
   13         (1)(a) Each owner or lessee of an automobile or truck for
   14  private use or recreational vehicle as specified in s.
   15  320.08(9)(c) or (d), which is not used for hire or commercial
   16  use, who is a resident of this the state and a veteran of the
   17  United States Armed Forces, an active or retired member of the
   18  Florida National Guard, a survivor of the attack on Pearl
   19  Harbor, a recipient of the Purple Heart medal, an active or
   20  retired member of any branch of the United States Armed Forces
   21  Reserve, or a recipient of the Combat Infantry Badge, Combat
   22  Medical Badge, or Combat Action Badge, Combat Action Ribbon, Air
   23  Force Combat Action Medal, or the Distinguished Flying Cross
   24  shall, upon application to the department, accompanied by proof
   25  of release or discharge from any branch of the United States
   26  Armed Forces, proof of active membership or retired status in
   27  the Florida National Guard, proof of membership in the Pearl
   28  Harbor Survivors Association or proof of active military duty in
   29  Pearl Harbor on December 7, 1941, proof of being a Purple Heart
   30  medal recipient, proof of active or retired membership in any
   31  branch of the United States Armed Forces Reserve, or proof of
   32  membership in the Combat Infantrymen’s Association, Inc., or
   33  other proof of being a recipient of the Combat Infantry Badge,
   34  Combat Medical Badge, or Combat Action Badge, Combat Action
   35  Ribbon, Air Force Combat Action Medal, or Distinguished Flying
   36  Cross, and upon payment of the license tax for the vehicle as
   37  provided in s. 320.08, shall be issued a license plate as
   38  provided by s. 320.06, upon which, in lieu of the serial numbers
   39  prescribed by s. 320.06, is shall be stamped with the words
   40  “Veteran,” “National Guard,” “Pearl Harbor Survivor,” “Combat
   41  wounded veteran,” “U.S. Reserve,” “Combat Infantry Badge,”
   42  “Combat Medical Badge,” or “Combat Action Badge,” “Combat Action
   43  Ribbon,” “Air Force Combat Action Medal,” or “Distinguished
   44  Flying Cross,” as appropriate, and a likeness of the related
   45  campaign medal, ribbon, or badge, followed by the serial

   47  And the title is amended as follows:
   48         Delete lines 4 - 7
   49  and insert:
   50         Safety and Motor Vehicles to issue Combat Action
   51         Ribbon, Air Force Combat Action Medal, and
   52         Distinguished Flying Cross license plates; specifying
   53         qualifications and requirements for the plates;
   54         providing that the use of proceeds from the sale of
   55         the plates will be made
