       The Committee on Fiscal Policy (Hays) recommended the following:
       
    1         Senate Amendment (with title amendment)

    3         Delete line 97
    4  and insert:
    5         (4) Voluntary contributions become state funds at the
    6  moment of collection by a participating business and are not
    7  receipts of the participating business. The department shall
    8  deposit voluntary contributions
