1 A bill to be entitled
2 An act relating to the Office of Program Policy
3 Analysis and Government Accountability; requiring the
4 office to conduct a study; providing an effective
5 date.

7 Be It Enacted by the Legislature of the State of Florida:

9 Section 1. The Office of Program Policy Analysis and
10 Government Accountability shall:
11 (1) Conduct a study to determine the actions that the
12 Legislature may take and to estimate the appropriations
13 necessary to:
14 (a) Reduce income disparity to the 1970 level.
15 (b) Strengthen the prevention, identification, and
16 prosecution of identity theft.
17 (c) Strengthen the prevention, identification, and
18 prosecution of consumer fraud, including, but not limited to,
19 mortgage fraud.
20 (d) Provide a level of funding to public education equal to
21 the national average level of funding per student in K-12 and in
22 higher education.
23 (e) Provide a level of funding that meets the national
24 average level for unemployment compensation.
25 (f) Provide a level of funding that meets the national
26 average level of funding for early childhood education.
27 (g) Determine the incremental yearly increases needed to
28 increase the state minimum wage to a livable wage over a 5-year
29 period as it relates to a single person, to one wage earner in a
30 family of two which consists of one adult and one child, and to
31 a family of three which consists of one adult and two children.
32 (2) Consider the potential actions required to meet the
33 policy goals identified in subsection (1) including, but not
34 limited to, reinstating the intangibles tax, revising the
35 corporate income tax, and making the sales tax less regressive.
36 (3) Submit a report of its findings and determinations to
37 the President of the Senate and the Speaker of the House of
38 Representatives by November 1, 2015.
39 Section 2. This act shall take effect upon becoming a law.
