       The Committee on Appropriations (Richter) recommended the
       following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 398 - 425
    4  and insert:
    5         (2) The department shall continue conventional oil and gas
    6  business operations during the performance of the study. There
    7  shall not be a moratorium on the evaluation and issuance of
    8  permits for conventional drilling, exploration, conventional
    9  completions, or conventional workovers during the performance of
   10  the study.
   11         (3) The study is subject to independent scientific peer
   12  review.
   13         (4) The findings of the study shall be submitted to the
   14  Governor, the President of the Senate, and the Speaker of the
   15  House of Representatives by June 30, 2016, and shall be
   16  prominently posted on the department website.
