       The Committee on Appropriations (Richter) recommended the
       following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete line 304
    4  and insert:
    5  entered into before June 7, 1991. A county, municipality, or
    6  other political subdivision of the state may not adopt or
    7  establish permitting programs to accomplish the purposes of this
    8  section.

   12         Between lines 20 and 21
   13  insert:
   14         prohibiting a county, municipality, or other political
   15         subdivision of the state from adopting or establishing
   16         permitting programs for certain oil and gas
