       The Committee on Appropriations (Smith) recommended the
       following:
       
    1         Senate Substitute for Amendment (950848) (with title
    2  amendment)
    3  
    4         Between lines 90 and 91
    5  insert:
    6         Section 3. For the 2015-2016 fiscal year, the sum of $1.8
    7  million in nonrecurring funds from the Federal Grants Trust Fund
    8  is appropriated to the Department of State to implement this
    9  act.

   12  And the title is amended as follows:
   13         Delete line 14
   14  and insert:
   15         a specified date; providing an appropriation;
   16         providing an effective date.
