       The Committee on Banking and Insurance (Smith) recommended the
       following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 22 - 57
    4  and insert:
    5         Section 2. Section 627.798, Florida Statutes, is amended to
    6  read:
    7         627.798 Rulemaking authority.—The commission:
    8         (1) May adopt rules to implement this part.
    9         (2) Shall adopt by rule adopt a form to be used to provide
   10  notice to a purchaser-mortgagor that the purchaser-mortgagor is
   11  not protected by the title policy of the mortgagee.

   15         Delete lines 2 - 9
   16  and insert:
   17         An act relating to insurance; amending s. 624.425,
   18         F.S.; providing that the absence of a countersignature

   20         of insurance; amending s. 627.798, F.S.; authorizing
   21         the Financial Services Commission to adopt rules to
   22         implement part XIII of ch. 627, F.S.; providing that
   23         the act is remedial and
