       The Committee on Communications, Energy, and Public Utilities
       (Bradley) recommended the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 241 - 242
    4  and insert:
    5         (e) New tariffs and changes to an existing tariff, other
    6  than an administrative change that does not substantially change
    7  the meaning or operation of the tariff, must be approved by vote
    8  of the commission.
