Senator Latvala moved the following:
1 Senate Amendment (with title amendment)

3 Delete everything after the enacting clause
4 and insert:
5 Section 1. Section 787.29, Florida Statutes, is created to
6 read:
7 787.29 Human trafficking public awareness signs.—
8 (1) The Department of Transportation shall display a public
9 awareness sign developed under subsection (4) in every rest
10 area, turnpike service plaza, weigh station, primary airport,
11 passenger rail station, and welcome center in the state which is
12 open to the public.
13 (2) The Department of Health shall display a public
14 awareness sign developed under subsection (4) in the emergency
15 rooms at general acute care hospitals and in health departments
16 and health clinics.
17 (3) The employer at each of the following establishments
18 shall display a public awareness sign developed under subsection
19 (4) in a conspicuous location that is clearly visible to the
20 public and employees of the establishment:
21 (a) A strip club or other adult entertainment
22 establishment.
23 (b) An establishment found to be a nuisance for
24 prostitution under s. 893.138.
25 (c) The premises of a farm labor contractor where farm
26 laborers are regularly present.
27 (d) A business or establishment that offers massage or
28 bodywork services for compensation that is not owned by a health
29 care profession regulated pursuant to chapter 456 and defined in
30 s. 456.001.
31 (4) The required public awareness sign must be at least 8.5
32 inches by 11 inches in size, must be printed in at least a 16
33 point type, must be made of metal for locations provided in
34 subsections (1) and (2), and metal, paper, or any other medium
35 for private businesses, and must state substantially the
36 following in English and Spanish: “If you or someone you know is
37 being forced to engage in an activity and cannot leave—whether
38 it is prostitution, housework, farm work, factory work, retail
39 work, restaurant work, or any other activity—call the National
40 Human Trafficking Resource Center at 1-888-373-7888 or text INFO
41 or HELP to 233-733 to access help and services. Victims of
42 slavery and human trafficking are protected under United States
43 and Florida law.”
44 (5) The county commission may adopt an ordinance to enforce
45 subsection (3). A violation of subsection (3) shall be a
46 noncriminal violation and punishable by a fine only as provided
47 in s. 775.083.
48 Section 2. The Department of Transportation may not expend
49 more than $50,000 in the 2015-2016 fiscal year to produce the
50 signs required by s. 787.29(1), Florida Statutes, as created by
51 this act.
52 Section 3. This act shall take effect January 1, 2016.

66 providing a penalty; providing a limit on
67 expenditures; providing an effective date.
