       Senators Legg, Montford, and Gaetz moved the following:
       
    1         Senate Amendment to Amendment (877970) (with title
    2  amendment)
    3  
    4         Delete lines 1086 - 1174
    5  and insert:
    6  for student success in fourth grade.
    7         (d)1. An independent verification of the psychometric
    8  validity of the statewide, standardized assessments first
    9  implemented in 2014-2015 must be completed before the 2014-2015
   10  school grades results may be published and before the student
   11  performance data resulting from such assessments may be used for
   12  purposes of instructional personnel and school administrator
   13  evaluations.
   14         2. The independent entity must be selected by a panel
   15  consisting of one member appointed by the Governor, one member
   16  appointed by the President of the Senate, and one member
   17  appointed by the Speaker of the House of Representatives. In
   18  selecting the independent entity, the panel must consider, at a
   19  minimum:
   20         a. The national reputation and length of establishment of
   21  the entity;
   22         b. The experience and expertise of the independent entity
   23  in validating such data; and
   24         c. The use of professional standards, codes, and guidelines
   25  that address applicable practices in the profession, such as the
   26  Standards for Educational and Psychological Testing.
   27         3. The panel must select the independent entity no later
   28  than June 1, 2015. Upon selection of the independent entity, the
   29  Department of Education shall immediately contract with the
   30  independent entity to perform the independent verification,
   31  which must be completed by September 1, 2015. This paragraph is
   32  repealed December 31, 2015.

   49         providing for future repeal; amending s. 1012.34,
   50         F.S.;
