       Senator Bullard moved the following:
       
    1         Senate Amendment to Amendment (877970) (with title
    2  amendment)
    3  
    4         Between lines 1581 and 1582
    5  insert:
    6         Section 15. (1) There is created an independent review
    7  board to study the validity and reliability of the results of
    8  the Florida Standards Assessments administered for the 2014-2015
    9  school year. The independent review board is assigned to the
   10  legislative branch for administrative purposes only.
   11         (2) The independent review board is composed of the
   12  following members:
   13         (a) One school administrator, to be appointed by the
   14  President of the Senate.
   15         (b) Two classroom teachers. The President of the Senate and
   16  the Speaker of the House of Representatives shall each appoint
   17  one classroom teacher.
   18         (c) Two Florida-based academicians with backgrounds in
   19  educational evaluation and measurement. The President of the
   20  Senate and the Speaker of the House of Representatives shall
   21  each appoint one academician.
   22         (3) The independent review board shall submit a report
   23  containing the findings of its study to the President of the
   24  Senate and the Speaker of the House of Representatives no later
   25  than 60 days after the effective date of this act. Upon
   26  submission of the report, the independent review board is
   27  terminated.

   31         Delete line 1690
   32  and insert:
   33         professional development; creating an independent
   34         review board to assess the validity and reliability of
   35         the Florida Standards Assessments; specifying the
   36         composition of the independent review board; requiring
   37         the independent review board to submit a report to the
   38         Legislature by a specified date; providing for
   39         termination of the independent review board; providing
   40         effective dates.
