       Senators Sobel and Margolis moved the following:
       
    1         Senate Amendment (with title amendment)

    3         Before line 14
    4  insert:
    5         Section 1. Subsection (2) of section 381.0051, Florida
    6  Statutes, is amended to read:
    7         381.0051 Family planning.—
    8         (2) ACCESS TO SERVICES; PROHIBITIONS; INFORMED CONSENT.—
    9         (a) Except as otherwise provided in this section, no
   10  medical agency or institution of this state or unit of local
   11  government shall interfere with the right of any patient or
   12  physician to use medically acceptable contraceptive procedures,
   13  supplies, or information or to restrict the physician-patient
   14  relationship.
   15         (b) Except in the case of a medical emergency, consent to a
   16  vasectomy is voluntary and informed only if the physician who is
   17  to perform the procedure, or the referring physician, has, at a
   18  minimum, orally, while physically present in the same room, and
   19  at least 24 hours before the procedure informed the man of the
   20  nature and risks of undergoing or not undergoing the proposed
   21  procedure which a reasonable patient would consider material to
   22  making a knowing and willful decision of whether to undergo a
   23  vasectomy.
