       Senator Latvala moved the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete line 115
    4  and insert:
    5  in accordance with this provision. If a local government entity
    6  receiving a share of the surtax is unable to further reduce ad
    7  valorem taxes because the millage rate is zero, the funds shall
    8  be applied to reduce any non-ad valorem assessments levied for
    9  the purposes described in this section. If no ad valorem or non
   10  ad valorem reduction is possible, the surplus surtax collections
   11  shall be returned to the county, and the county shall reduce the
   12  county millage rates to offset the surplus surtax proceeds.
