       The Committee on Ethics and Elections (Hays) recommended the
       following:
       
    1         Senate Amendment (with title amendment)

    3         Delete lines 367 - 437
    4  and insert:
    5         Section 12. Except as otherwise expressly provided in this
    6  act, this act shall take effect July 1, 2015.

   11  and insert:
