       The Committee on Community Affairs (Dean) recommended the
       following:
       
    1         Senate Amendment (with directory and title amendments)
    2  
    3         Between lines 18 and 19
    4  insert:
    5         (b) For purposes of this section:
    6         1. Paragraph (a) does not apply to transportation projects
    7  for which federal aid funds are available.
    8         2. State-appropriated funds used for a project
    9  competitively solicited under paragraph (c) does not include any
   10  federal aid funds.
