    4  and insert:

    8  And the title is amended as follows:
    9         Delete lines 10 - 13
   10  and insert:
   11         authorizing the Financial Services Commission and the
   12         Department of Financial Services to adopt rules for
   13         certain purposes; providing an effective date.
