Senator Negron moved the following:
1 Senate Amendment (with title amendment)

3 Delete lines 1721 - 1740
4 and insert:
5 (7) Before a facility or parcel of nonconservation land is
6 offered for lease to a local or federal unit of government or a
7 private party, it shall first be offered for lease to state
8 agencies, and state research universities designated as
9 preeminent pursuant to s. 1001.7065. Within 45 days after the
10 offer for lease of a surplus building or parcel, a state agency
11 or preeminent state research university that requests the lease
12 must submit a plan to the board of trustees that includes a
13 description of the proposed use, including future use, of the
14 facility or parcel. The board of trustees must review and
15 approve the plan before approving the lease. The plan must, at a
16 minimum, include the proposed use of the facility or parcel, the
17 estimated cost of renovation, a capital improvement plan for the
18 building, evidence that the facility or parcel meets an existing
19 need that cannot otherwise be met, and other criteria adopted by
20 rule of the board of trustees. The board of trustees or its
21 designee shall compare the estimated value of the facility or
22 parcel to any submitted business plan to determine if the lease
23 or sale is in the best interest of the state. The board of
24 trustees shall adopt rules pursuant to chapter 120 to implement
25 this section. A preeminent state research university or state

31 and insert:
32 to preeminent state universities and state agencies
33 before being offered for lease to a local or federal
34 unit of government or private party; providing a
35 priority for preeminent state research universities;
