Senator Brandes moved the following:

4 insert:
5 Section 40. The Office of Program Policy Analysis and
6 Government Accountability (OPPAGA) shall submit to the Governor,
7 the President of the Senate, and the Speaker of the House of
8 Representatives by December 1, 2016, a report and
9 recommendations on the effectiveness and funding self
10 sufficiency of the cosmetic product and facility regulatory
11 activities of the Division of Drugs, Devices, and Cosmetics
12 within the Department of Business and Professional Regulation.
13 This report shall include input from cosmetic manufacturers in
14 the state, as well as an examination and assessment of the
15 division’s consistency of application and enforcement of state
16 laws and rules, and the regulations and guidance of the United
17 States Food and Drug Administration related to cosmetic products
18 and facilities.

21 And the title is amended as follows:
22 Delete line 139
23 and insert:
24 adopt rules; requiring the Office of Program Policy
25 Analysis and Government Accountability to submit a
26 certain report to the Governor and the Legislature by
27 a certain date; providing requirements for the report;
28 providing an effective date.
