Senator Latvala moved the following:

4 insert:
5 Section 70. The Secretary of the Department of Children and
6 Families will appoint a workgroup to consider the feasibility of
7 individuals using advance directives to express the treatment
8 wishes for substance use disorders. The workgroup shall be
9 composed of individuals with expertise in the treatment of
10 substance use disorders. The workgroup must review the use of
11 advance directives in mental health, the use of advance
12 directives for substance use disorders in other states, and the
13 use of similar legal instruments to express the treatment wishes
14 of individuals suffering from substance use disorder. The
15 workgroup will provide a report to the Governor, President of
16 the Senate, and Speaker of the House by January 1, 2017. The
17 report must include recommendations on the feasibility of using
18 advance directives for individuals with substance use disorders
19 and recommendations for any law changes or changes in agency
20 rules. The members of the workgroup are not entitled to
21 reimbursement from the Department of Children and Families for
22 travel for workgroup meetings unless they are employees of the
23 department. This section expires May 6, 2017.

30 conforming cross-references; requiring the Department
31 of Children and Families to create a workgroup on the
32 use of advance directives for substance use disorders;
33 requiring a report to the Governor, President of the
34 Senate, and Speaker of the House of Representatives;
35 providing an effective
