    1                        A bill to be entitled                      
    2         An act relating to building code enforcement; amending
    3         s. 553.80, F.S.; prohibiting a local government
    4         responsible for enforcing the Florida Building Code
    5         from imposing or enforcing a fine, penalty, or lien
    6         against a property owner under certain circumstances;
    7         providing an effective date.

    9  Be It Enacted by the Legislature of the State of Florida:
   10  
   11         Section 1. Subsection (9) is added to section 553.80,
   12  Florida Statutes, to read:
   13         553.80 Enforcement.—
   14         (9) In enforcing compliance with building construction
   15  standards, a local government responsible for enforcing the
   16  Florida Building Code may not impose or enforce any fine,
   17  penalty, or lien against a property owner if the noncompliance
   18  is committed by a tenant without the property owner’s knowledge
   19  unless the property owner fails to cure the noncompliance within
   20  180 days after the property owner receives notice from the
   21  enforcing authority of the noncompliance.
   22         Section 2. This act shall take effect July 1, 2016.
