       The Committee on Community Affairs (Brandes) recommended the
       following:
       
    1         Senate Amendment 
    2  
    3         Delete lines 23 - 25
    4  and insert:
    5         (b) If, under the circumstances, the discharge does not
    6  pose a reasonably foreseeable risk to life, safety, or property;
    7  or
    8         (c) To a person who accidentally discharges a firearm.
