The Committee on Appropriations (Galvano) recommended the
following:
1 Senate Amendment (with title amendment)

3 Delete lines 416 - 418
4 and insert:
5 Section 13. Paragraph (i) of subsection (6) and paragraph
6 (c) of subsection (7) of section 339.175, Florida Statutes, are
7 amended to read:
8 339.175 Metropolitan planning organization.—
9 (6) POWERS, DUTIES, AND RESPONSIBILITIES.—The powers,
10 privileges, and authority of an M.P.O. are those specified in
11 this section or incorporated in an interlocal agreement
12 authorized under s. 163.01. Each M.P.O. shall perform all acts
13 required by federal or state laws or rules, now and subsequently
14 applicable, which are necessary to qualify for federal aid. It
15 is the intent of this section that each M.P.O. shall be involved
16 in the planning and programming of transportation facilities,
17 including, but not limited to, airports, intercity and high
18 speed rail lines, seaports, and intermodal facilities, to the
19 extent permitted by state or federal law.
20 (i) The Tampa Bay Area Regional Transportation Authority
21 (TBARTA) Metropolitan Planning Organization Chairs Coordinating
22 Committee A chair’s coordinating committee is created within the
23 Tampa Bay Area Regional Transportation Authority, composed of
24 the M.P.O.s M.P.O.’s serving Citrus, Hernando, Hillsborough,
25 Manatee, Pasco, Pinellas, Polk, and Sarasota Counties. The
26 authority shall provide administrative support and direction to
27 the committee, and the department and member M.P.O.s shall
28 provide necessary funding to the authority for this purpose. The
29 committee must, at a minimum:
30 1. Coordinate transportation projects deemed to be
31 regionally significant by the committee.
32 2. Review the impact of regionally significant land use
33 decisions on the region.
34 3. Review all proposed regionally significant
35 transportation projects in the respective transportation
36 improvement programs which affect more than one of the M.P.O.s
37 M.P.O.’s represented on the committee.
38 4. Institute a conflict resolution process to address any
39 conflict that may arise in the planning and programming of such
40 regionally significant projects.

46 creating the Tampa Bay Area Regional Transportation
47 Authority (TBARTA) Metropolitan Planning Organization
48 Chairs Coordinating Committee within the Tampa Bay
49 Area Regional Transportation Authority; providing
50 membership; requiring the authority to provide
51 administrative support and direction to the committee;
52 requiring the department and members to provide
53 certain funding;
