    4         Delete lines 34 - 36
    5  and insert:
    6         (15) USE OF PUBLIC FUNDS RESTRICTED.—A state agency or a
    7  local governmental entity may not expend funds for
    8

   10  And the title is amended as follows:
   11         Delete lines 297 - 298
   12  and insert:
