    1                        A bill to be entitled                      
    2         An act relating to specialty license plates; amending
    3         s. 320.08056, F.S.; establishing an annual use fee for
    4         the Save Our Shores Florida license plate; amending s.
    5         320.08058, F.S.; requiring the Department of Highway
    6         Safety and Motor Vehicles to create a Save Our Shores
    7         Florida license plate; providing for the distribution
    8         of use fees received from the sale of such plates;
    9         providing an effective date.

   11  Be It Enacted by the Legislature of the State of Florida:
   12  
   13         Section 1. Paragraph (ffff) is added to subsection (4) of
   14  section 320.08056, Florida Statutes, to read:
   15         320.08056 Specialty license plates.—
   16         (4) The following license plate annual use fees shall be
   17  collected for the appropriate specialty license plates:
   18         (ffff) Save Our Shores Florida license plate, $25.
   19         Section 2. Subsection (84) is added to section 320.08058,
   20  Florida Statutes, to read:
   21         320.08058 Specialty license plates.—
   22         (84) SAVE OUR SHORES FLORIDA LICENSE PLATES.—
   23         (a) The department shall develop a Save Our Shores Florida
   24  license plate as provided in s. 320.08053 and this section. The
   25  plate must bear the colors and design approved by the
   26  department. The word “Florida” must appear at the top of the
   27  plate, and the words “Save Our Shores” must appear at the bottom
   28  of the plate.
   29         (b)The annual use fees shall be distributed to Adore the
   30  Shores, Inc., which may use the proceeds as follows:
   31         1.A maximum of 15 percent may be used for administrative
   32  costs of the organization.
   33         2. A maximum of 10 percent may be used for promotion and
   34  the marketing costs of the license plate program.
   35         3.The remainder shall be used to fund activities,
   36  programs, and projects that provide for cleanup activities on
   37  the beaches of this state following natural or manmade
   38  occurrences that threaten the pristine nature of the beaches of
   39  this state and for any other legal purpose as allowed by the
   40  Internal Revenue Code.
   41         Section 3. This act shall take effect October 1, 2016.
