    1                        A bill to be entitled                      
    2         An act relating to specialty license plates; amending
    3         s. 320.08056, F.S.; establishing an annual use fee for
    4         the Furry Friends license plate; amending s.
    5         320.08058, F.S.; requiring the Department of Highway
    6         Safety and Motor Vehicles to create a Furry Friends
    7         license plate; providing for the distribution of use
    8         fees received from the sale of such plates; providing
    9         an effective date.

   11  Be It Enacted by the Legislature of the State of Florida:
   12  
   13         Section 1. Paragraph (ffff) is added to subsection (4) of
   14  section 320.08056, Florida Statutes, to read:
   15         320.08056 Specialty license plates.—
   16         (4) The following license plate annual use fees shall be
   17  collected for the appropriate specialty license plates:
   18         (ffff) Furry Friends license plate, $25.
   19         Section 2. Subsection (84) is added to section 320.08058,
   20  Florida Statutes, to read:
   21         320.08058 Specialty license plates.—
   22         (84) FURRY FRIENDS LICENSE PLATES.—
   23         (a) The department shall develop a Furry Friends license
   24  plate as provided in s. 320.08053 and this section upon
   25  application by Furry Friends of Florida, Inc. The word “Florida”
   26  must appear at the top of the plate, and words approved by the
   27  department must appear at the bottom of the plate.
   28         (b) The annual use fees shall be distributed monthly to
   29  Furry Friends of Florida, Inc., which may use up to 15 percent
   30  of such revenue for administrative, handling, and disbursement
   31  expenses and up to 10 percent for promotion, advertising, and
   32  marketing costs. The balance of the fees shall be used by Furry
   33  Friends of Florida, Inc., for activities, programs, and
   34  projects, including, but not limited to, pet rescue, animal
   35  shelters, pet vaccinations, veterinary services, and service
   36  animals.
   37         Section 3. This act shall take effect October 1, 2016.
