    4  and insert:
    5         (15) USE OF PUBLIC FUNDS RESTRICTED.—A state agency or a

    9  And the title is amended as follows:
   10         Delete lines 8 - 9
   11  and insert:
   12         remains; prohibiting state agencies and Medicaid
