The Committee on Appropriations (Flores) recommended the
following:
1 Senate Amendment (with title amendment)

3 Between lines 74 and 75
4 insert:
5 Section 3. (1) The Board of Medicine shall adopt rules to
6 establish requirements that ensure the safe and effective
7 delivery of pediatric surgical care in ambulatory surgical
8 centers in accordance with the American College of Surgeons’
9 evidence-based standards for optimal pediatric care. The rules
10 must establish minimum standards for pediatric-specific patient
11 care, including at least the following:
12 (a) Surgical risk assessment.
13 (b) Anesthesiology.
14 (c) Resuscitation.
15 (d) Transfer agreements.
16 (e) Training and certification of pediatric health care
17 providers.
18 (2) An ambulatory surgical center may not perform operative
19 procedures on an infant or a child younger than 18 years of age
20 which require that the infant or child remain in the facility
21 past midnight on the day of the procedure until such rules have
22 been adopted.

25 And the title is amended as follows:
26 Between lines 8 and 9
27 insert:
28 requiring the Board of Medicine to adopt rules
29 establishing requirements that ensure the safe and
30 effective delivery of pediatric surgical care in
31 ambulatory surgical centers; requiring that the rules
32 address specific aspects of care; prohibiting
33 ambulatory surgical centers from performing certain
34 operative procedures until such rules are adopted;
