       The Committee on Appropriations (Lee) recommended the following:
       
    1         Senate Amendment to Amendment (790270) (with title
    2  amendment)
    3  
    4         Delete line 46
    5  and insert:
    6  these activities on a subject property. This subsection expires
    7  on the date the rules for fracturing well stimulation take
    8  effect.
    9         (4) On or after the date that the rules for fracturing well
   10  stimulation take effect, a county or municipality may adopt an
   11  ordinance that imposes a moratorium or effects a ban on
   12  fracturing well stimulation within its boundaries. This
   13  subsection in no way limits the authority of a county or
   14  municipality to adopt and enforce zoning or land use
   15  requirements that affect the use of property for the
   16  exploration, development, production, processing, storage, or
   17  transportation of oil and gas.

   22  insert:
   23         providing for expiration; authorizing counties or
   24         municipalities to adopt certain ordinances on or after
