       recommended the following:

    3         Between lines 596 and 597
    4  insert:
    5         Section 7. Section 403.8141, Florida Statutes, is amended
    6  to read:
    7         403.8141 Special event permits.—
    8         (1) The department shall issue permits for special events
    9  under s. 253.0345. The permits must be for a period that runs
   10  concurrently with the lease or letter of consent issued pursuant
   11  to s. 253.0345 and must allow for the movement of temporary
   12  structures within the footprint of the lease area.
   13         (2) Administrative challenges to any proposed regulatory
   14  permits related to special events, which temporarily preempt use
   15  of sovereign submerged lands for the purpose of facilitating
   16  boat shows or include the installation of temporary structures
   17  such as docks, moorings, pilings, or access walkways for the
   18  purpose of facilitating boat shows, are subject to the summary
   19  hearing provisions of s. 120.574, except that the summary
   20  proceeding must be conducted within 30 days after a party files
   21  a motion for a summary hearing, regardless of whether the
   22  parties agree to the summary proceeding.

   28         notice; providing applicability; amending s. 403.8141,
   29         F.S.; specifying that administrative challenges to
   30         proposed special event permits are subject to summary
   31         hearing procedures; amending s. 120.595,
