       Senator Clemens moved the following:
       
    1         Senate Amendment to Amendment (369986) (with title
    2  amendment)
    3  
    4         Delete lines 270 - 273
    5  and insert:
    6         (c) No later than September 1, 2016, the department shall
    7  solicit applications for licenses for five additional dispensing
    8  organizations, which must meet the requirements of subparagraphs
    9  (b)2.-7. for such approval. The applications shall be submitted
   10  to the department for bid review by September 15, 2016. The
   11  department shall score and award the new licenses by December
   12  15, 2016. Any challenge to the department’s award of licenses
   13  pursuant to this paragraph shall be governed by the provisions
   14  of s. 120.57(3). A license may not be awarded to an applicant
   15  that currently holds a license to operate a dispensing
   16  organization, or who is recognized as an owner, investor, or
   17  related party of a licensed dispensing organization under s. 267
   18  of the Internal Revenue Code.
